Leo Anguiano is the new CIO for the California Victim Compensation Board (CalVCB), the board confirmed. With over 25 years of technology experience in the state, Anguiano brings expertise to support the mission of reducing the impact of crime on victims.

“Our vision is to help victims of crime restore their lives. To that end, my goal is to use technology to enhance the delivery of our services and improve the CalVCB experience to those that are counting on our support. CalVCB embraces innovation, and we look forward to leveraging technology to bring the best customer experience across all our programs,” said in an email response to the GovReport.

Before this new role started last month, he led the Applications Development & Testing Branch at the Department of Child Support Services (DCSS) from 2020 to 2024. From 2014 to 2020, Anguiano worked at the California Department of Water Resources, managing both the Enterprise Data Services Office and the Enterprise GIS Services Office.

Before that, he spent nearly 13 years at the State Water Resources Control Board as Assistant Deputy Director of IT, working in change management and team leadership roles. His career began in 1990 at the California Franchise Tax Board, where he served as a Staff Operations Specialist and Personal Income Tax Auditor for nearly 11 years.

Anguiano’s academic credentials include a Bachelor of Science in Business Administration with a concentration in Accounting from California State University, Sacramento. He is also a graduate of the IT Leadership Academy (ITLA Cohort27) and the Leadership for Government Executive (LGE Cohort24) program.

His experience includes developing enterprise-level Agreements and expertise in contract negotiation and contract development. His bio says he also “promotes the importance of good user stories that define clear requirements while using Human-Centered Design to connect with users.”

The board’s mission is to provide reimbursement for crime-related expenses to victims who suffer physical injury or the threat of physical injury as a result of violent crime. It also helps crime victims and their families cover unforeseen expenses such as medical bills, mental health treatment, funeral and burial expenses, and income loss.
