Chaeny Emanavin Appointed Deputy State CTO

Former California Health and Human Services Agency Innovation Director and White House staffer Chaeny Emanavin has been appointed Deputy State Chief Technology Officer at the California Department of Technology, according to a LinkedIn post.

Emanavin comes to the position with a background in various government digital service roles. His most recent position was as Senior Advisor for Digital Practice at the Bloomberg Center for Public Innovation at Johns Hopkins University, where he served from May 2022 to March 2024.

Previously, Emanavin was Director of the Office of Innovation at California Health and Human Services from February 2018 to May 2022, where he was the inaugural Director of Innovation appointed by Governor Brown. His career includes a time as Director of Product at the California Department of Technology from May 2017 to January 2018.

In 2016, Emanavin served in the United States Digital Service at the White House as Director of Product where he spent his time “getting the right people to talk about the right things at the right time,” says his online profile. 

Earlier in his career, he was an IT Specialist at the Bureau of Indian Affairs, from August 2005 to August 2014, where he led teams focused on developing web-based solutions.

As deputy CTO, he reports to State Chief Technology Officer Jonathan Porat.
