Robb Thompson, CEO of Riley Consulting Services and Oak Technical Services, outlined how generative AI is poised to significantly accelerate the replacement of legacy applications and the development of custom software in state government. Speaking at the Forum on Emerging Technologies and Government Modernization on December 4, Thompson said AI can boost the productivity of experienced developers and technical teams, but success still depends on strong data models, expert oversight, and thoughtful implementation.

He also raised broader operational questions for the state, including whether traditional procurement cycles, staffing models, and change management practices are equipped to keep pace with faster development timelines. Thompson suggested agencies should begin working with experienced developers, architects, and vendors to assess how AI may reshape modernization strategies.
