Governor Gavin Newsom is advancing his government modernization agenda with a new initiative aimed at increasing efficiency and effectiveness across California’s state agencies. The California Breakthrough Project, announced today (7/15/25), brings together leaders from California’s innovation community to collaborate directly with state officials and frontline workers to identify opportunities for innovation and improved service delivery.

Participants in the project include executives from companies like Ripple, Coinbase, Snap Inc., and Instacart, alongside well-known figures in the state’s tech community such as Ron Conway and Jen Pahlka. The group will advise the state on how to streamline processes, modernize services, and catalyze solutions to longstanding bureaucratic inefficiencies. The Governor emphasized that California is uniquely positioned to lead in this space, stating, “We will not shy away from progress, but embrace it for the benefit of all Californians, including our state workforce.”

Newsom also signed an executive order today, directing all state agencies to adopt efficiency measures, modernize processes such as hiring and procurement, and enhance public-facing services. The order establishes new programs, including an Innovative Fellows Program to foster collaboration among state staff and deploy California’s Engaged California platform to gather workforce ideas on improving government operations.
