FI$Cal Names New Chiefs of Project Management and Information Security Office

FI$Cal, the state’s billion-dollar Enterprise Resource Planning application project, announced in their May 6 newsletter that they have filled two chief positions within the Information Technology Division:

  • Latha Narayan has been hired as the chief of the Project Management Office
  • Gerard Laygui has been hired as the Chief Information Security Officer (CISO) 

Narayan, who graduated from the University of San Francisco with a Master’s Degree in Information Systems Management, spent ten years in the private sector before spending the past 14 years serving within various California state departments. Most recently, Narayan served as both the IT project manager and section chief at CalTrans prior to joining FI$Cal. 

In her new role as chief of the Project Management Office, Narayan will oversee various FI$Cal system releases and projects.

Like Narayan, Laygui transitioned from the private to the public sector, spending 19 years in various positions within Global Cyber Security at Hewlett Packard before serving as information security officer and privacy officer for the California Prison Industry Authority for nearly two years before joining FI$Cal. 

Laygui received a Bachelor’s Degree in Computer Science from the University of Hawaii at Manoa as well as a Master’s Degree in Business Administration from CSU Sacramento. 

As CISO, he will be tasked with leading the expansion of security analytics and improving FI$Cal’s overall security posture.
