Market Research: EDD Seeking Identity Proofing Solution

The Employment Development Department (EDD) held its third Vendor Day over Zoom on Tuesday, March 7, where they broke down a solicitation for its proposed customer identification proofing process.

A department that spans 10 branches, 10,000-plus employees, and collects over $100 billion in taxes annually, EDD has a duty to innovate, sustain its business operations, and follow through with commitments to its stakeholders. 

One of those major commitments is to prove and protect the identity of those stakeholders and do so in a painless, user-friendly manner.

Adam Brunner, chief of EDD’s product development division, shared EDD’s problem statement to the vendor community on Tuesday:

“The EDD is seeking a robust, comprehensive, and user-friendly identity proofing solution to ensure program integrity, deliver comprehensive real-time identity proofing results, and to provide in-depth reporting and workflow customization.” 

In addition to identity proofing, EDD mentioned “expanding [its] current scope of fraud detection.”

Famously, during the COVID-19 pandemic, EDD paid out an estimated $32.6 billion in benefits to fraudulent accounts across California and beyond. 

In its search for a high-end solution, EDD noted that it’s seeking minimal friction for legitimate customers, devising a proofing method that doesn’t require the submittal of a Social Security Number, and to provide a secondary proofing method.

On the part of fraud detection, the solution should assess risk based on a customer’s IP address and other peripherals that EDD might flag in its identity proofing method. 

Furthermore, the solution must be integrated with myEDD online customer portal and must support 200,000 identity proofing requests per month, among other requirements. 

“Due to the nature of our business,” Brunner said. “We may need to scale to 20 times of demand without any impact to service levels.”

EDD has submitted prompts for its vendors that explore technical architecture, Web Content Accessibility, and multi-language compatibility. 

Vendor response to prompts will be due on March 21, EDD Project Team assessment of vendor prompt responses will be completed on March 28, and market research will be complete in April.
