Crystal Taylor Appointed as CIO at California Department of Health Care Services

Crystal Taylor has been appointed as Chief Information Officer and Deputy Director of Enterprise Technology Services at the California Department of Health Care Services (DHCS), where she has spent the past nearly four years serving in various roles including as Division Chief for IT Strategy and Chief of Product for the Medi-Cal Enterprise Services Modernization Division.

Before joining DHCS, Taylor was an Information Technology Manager at OnCore Consulting LLC, based in Sacramento, where she worked on the DHCS Federal Draw and Reporting (FDR) Project, a pivotal IT system replacement, and modernization project on which she facilitated user experience testing, requirements gathering, system design, and other delivery activities.  She also served as ScrumMaster and Delivery Manager for the Child Welfare Digital Services project.

From 2015 to 2017, she served as Acting Deputy Director and Assistant Deputy Director at the Department of Technology’s California Project Management Office, where she helped create the California Agile Framework (CA-Agile), marking a significant advancement in the state’s project management capabilities.

Earlier in her career, she served for six years at the California Franchise Tax Board, where she held the position of Information Technology Section Manager & Budget Officer.

She started her career in California serving three years with the California Legislative Analyst’s Office as a Fiscal & Policy Analyst.

Taylor takes over as CIO after her predecessor, Chris Riesen, was promoted to serve as DHCS Chief Operating Officer last fall.
