Bhupinder Kaur Appointed CIO at Office of Energy Infrastructure Safety

The Office of Energy Infrastructure Safety (Energy Safety) has appointed Bhupinder Kaur to serve as its Chief Information Officer and oversee technology initiatives that support utility safety and wildfire risk mitigation. 

“Bhupinder comes to us from the California Department of Social Services (CDSS) where she was their Bureau Chief of the Solutions Development Bureau (IT Manager I) for the past year,” said Administrative Services Chief Tyler Morris in an email to department staff, who also noted her past leadership roles at the California Health and Human Services Agency, Office of Statewide Health Planning and Department of Consumer Affairs.

Kaur has spent nearly twenty years rising through the IT ranks, serving as a Data Processing Manager, Associate Programmer Analyst, and IT Supervisor, among other positions. Her state service dates back to 2006 when she started as a programmer analyst at the Department of Child Support Services.   

In addition to her most recent role at CDSS, where she was chief of the Solutions Development Bureau in charge of cloud projects and solutions, she has also served as chief of the Cloud and Business Intelligence Bureau.   

From 2018 to 2019, Kaur was an IT product manager at the California Health and Human Services Agency Office of Innovation, where she worked closely with the Departments of Social Services, Public Health, and State Hospitals and the Office of Statewide Health and Planning on numerous high-level projects.

Under the California Natural Resource Agency, Energy Safety was created in 2021 to ensure electrical utilities responsibly reduce utility-related wildfire risk.
