AI Measures Move Forward at State Capitol

Dozens of bills related to artificial intelligence are making their way through the legislative process. Two notable measures related to state government operations passed their first policy committee this week. Senate Bills 892 and 893 by Senator Steve Padilla would address AI risks related to public contracts and create a California AI Research Hub within the Government Operations Agency, respectively. Both bills passed on a 14-0 vote by the Senate Governmental Organization Committee on Tuesday. 

Details include: 

This bill would require the Department of Technology to develop and adopt regulations to create an artificial intelligence (AI) risk management standard, consistent with specified publications regarding AI risk management, and in accordance with the rulemaking provisions of the Administrative Procedure Act. The bill would require the AI risk management standard to include, among other things, a detailed risk assessment procedure for procuring automated decision systems (ADS), as defined, that analyzes specified characteristics of the ADS, methods for appropriate risk controls, as provided, and adverse incident monitoring procedures. The bill would require the department to collaborate with specified organizations to develop the AI risk management standard.
 
This bill would require the Government Operations Agency, the Governor’s Office of Business and Economic Development, and the Department of Technology to collaborate to establish the California Artificial Intelligence Research Hub (hub) in the Government Operations Agency, as prescribed. The bill would require the hub to serve as a centralized entity to facilitate collaboration between government agencies, academic institutions, and private sector partners to advance artificial intelligence research and development that seeks to harness the technology’s full potential for public benefit while safeguarding privacy, advancing security, and addressing risks and potential harms to society, as prescribed.
